In connection with the necessity to improve the foreign
exchange purchase and sale reports
1. Appendix No 2 "Foreign exchange purchase and
sale report" of "Foreign exchange cash purchase
and sale instructions" annexed to letter No 3-12/900
of 20 June 1992 be declared null and void.
2. A new improved foreign exchange report form
"Foreign exchange purchase and sale report"
(Appendix 1) and instructions for filling in the report
(Appendices 2 and 3) be established starting from 25
February 1993.
3. All banks have to present their reports by way of
modem into the mailbox STAT at the Clearing Division of
Eesti Pank every banking day by 12.00 am at the latest.
Foreign exchange purchase and sale report is to be
presented to the Banking Statistics and Analysis Department
of Eesti Pank every banking day by 12.00 a.m. Data on the
foreign exchange transactions carried out in EEK the previous
banking day broken down by all currencies are to be presented
in the report. In the report the date of transactions and not
the date the report is presented is to be stated. A joint
report together with the data on all its branches (incl.
foreign currency exchange offices working on a contract
basis) is to be presented by the head office.
In the first part of the report (marked by code 1) data on
the foreign exchange and traveller's cheques purchased from
and sold to all legal entities and private persons as well as
from Eesti Pank and other commercial banks for EEK in their
nominal value and in EEK (according to the exchange rate
established by the bank itself)(see Appendix 1) are to be
stated. In Appendix 3 the given abbreviations of currencies
in three letters are requested to be used in the reports.
Foreign currencies not stated in the list are to be marked at
one's own discretion together with the appropriate
explanations at the end of the report. In respect of the
currencies of the former Soviet republics the following
abbreviations are requested to be used:
- Latvian ruble LVR;
- Lithuanian talonas LVT;
- the Ukrainian karbovanets UKK;
- Moldavian ruble MDR;
- Belorussian ruble VVR, etc.
In the column "Cash transactions" all cash
transactions executed by the bank, incl. transactions where
only one party of the transaction is connected with cash, are
to be stated.
In the column "Non-cash transactions" in the
purchase side foreign exchange purchased from customers
through their clearing accounts in its nominal value and the
amount of EEK transferred on the account of the customer as a
result of conversion are to be indicated. In the sale side
foreign exchange sold to a customer in its nominal value and
the amount of EEK received as a result of conversion are to
be indicated.
In the second part of the report (marked by code 2)
"of which exchange transactions between commercial
banks", transactions between Estonian commercial banks
are once again to be stated separately.
In the report only data on these currencies are presented
with which exchange transactions have taken place. The
present report is required to be presented to Eesti Pank by
way of modem. A bank which lacks the possibility to use modem
is expected to present its report by telefax, as before. Each
bank is expected to present their report as quickly as
possible.
All banks are expected to present their reports by way of
modem starting from 25 February 1993. In order to forward a
report all banks are requested to use a unified reporting
form which is the following:
name of file:
STATEnn.Vnn
where "nnn" is a code of a bank and
"nn" stands for the date of the report.
In order to separate part 1 from part 2 it is requested to
place number 1 before each foreign currency. In the second
part of the report "exchange transactions between
commercial banks" number 2 is requested to be placed
before each symbol of foreign currency. In order to separate
each new symbol and amount the key TAB is to be pressed. If
all columns of one currency are not fulfilled, each preceding
column has to be indicated by pressing the key TAB. Each line
ends with pressing the key ENTER.

Additions to the "Instruction for filling in the
foreign exchange purchase and sale report" Appendix 2 to
Eesti Pank Regulations No 32
Amounts of currencies are requested to be stated as
integers (sents, pennies, etc. are not necessary).
Date in the following form: day, month, year (last two
digits), separated by full stop, eg. 23.02.93
Name of compiler consists of first name and surname which
are seprated by space (ASCII code 32). In the report file
"plain" ASCII text format, where there are no
control symbols of word processing programmes (not to sent
files of Wordperfect, MS-Word, etc.), is to be used. The
separator HT (horizontal tabulator) is to exist as ASCII code
09; instead of it no space (ASCII code 32) is allowed. Each
line has to end with carriage return (CR (ASCII code 13) and
LF (ASCII code 10)). Superfluous symbols not to send. The
example attached to the instruction is available as a
separate file (STATEYLD.V31) in a form it should reach Eesti
Pank.
The most convenient way for compiling the report is to use
the text editor (eg. from the main menu of Norton Commader
the F4 key; to save use the F2 key).
If using Wordperfect 5.1 act as following:
1. Prepare the text as usual.
2. If you wish to save the report in the WP format
save it by pressing the F10 key under a different name
(do not use the name of the report file).
3. In order to save the text in ASCII format press the
Ctrl + F5 keys (Text In/Out).
4. Choose 3 (Save As).
5. Choose 1 (Generic).
6. Put the name of the repoprt file in.
7. In quitting the programme (the F7 key) do not save
the text (in reply to the question Save document? say
No).
NB! In a joint report data on the foreign currency
exchange offices have also to be stated.
In the list "Abbreviations of foreign
currencies" (Appendix 3) the abbreviation XEU for ecu is
to be used instead of ECU.
